Yes, I can confirm this, happens for me since I start using KDE4 in December 2008. Especially after returning from sleep, it constantly starts the screensaver after a very short time (1 min or less). I also have disabled this option, the only way to fix this behavior is go into the desktop settings, turn the screensaver on, apply, turn off again, apply. Now it is quiet... but only as long as I don't suspend the laptop. Sometimes it even starts without returning from suspend. Maybe it is important to know which screensaver I'm using? Puh this is really annoying. I disable the screensaver nearly every minute. How can I disable it forever? Would it help to just deinstall the screensavers or remove them by hand from my disk?
I've been experiencing a similar problem since I updated to 4.3: despite disabling the screensaver (uncheck the "start automatically after..." checkbox), it always starts after a few minutes. A possibly related problem is that when I set a timeout (say, 5 min), apply the settings, disable (uncheck) automatic screensaver starting, apply again, close systemsettings and reopen them again, the timeout is reset to 1 min (although the checkbox stays unchecked). I'm running 4.3 on an up-to-date Gentoo system. I can provide detailed info, strace and whatnot if needed.
