Alt-tab switching can become disorganized with many windows . My idea is the ability to flip through groups windows (the same groups that are on the Task Manager for Plasma). Then once the user has the group he wants selected, the user can flip through the windows in the group, until the user has the desired window.

so if the user had 2 konsole windows and 3 konqueror windows and a dolphin window, and wanted to get to a konsole window, the user could flip through the groups, by super-left (or other keyboard command). once the Konsole windows are in the center, the user could flip through the individual konsole windows by super up (or other keyboard command).

I made a visual on this idea in case I'm not clear in my wording. I don't see an attachment option here though...

this is no real fix to this report and requires active desktop effects, but - regarding your visual to illustrate your issue - have you ever tried "present window" aka. exposé?

Sorry for the very late reply:
I tried Expose, but even that can get confusing with many windows open as they'll get smaller and less recognisable.    

BTW: Is the bug database the best place for feature requests like this?

With KDE 4.4 we well have some new possibilities:
 * Present Windows on all windows of same type (e.g. show all Konsole windows)
 * A windows KRunner - it doesn't show the groups, but you can easily restrict the search result on some windows
 * When clicking on a window group in the tasks applet present windows will be shown for all windows in this group (this is not yet committed)
 * Some ideas to improve alt+tab, but nothing yet implemented

Yes and no. For the developers we do not have something better, for users there is http://brainstorm.forum.kde.org
