When disabling desktop effects, windows get black borders around them. KRunner and the notifications are the most obvious ones, though I've seen it around other windows as well. This has been occurring since 4.2 and on Intel and nVidia hardware.

the problem is plasma not noticing when desktop effects are activated/disactivated
