Version:           nieznana (using KDE 4.2.3)
Compiler:          gcc
OS:                Linux (i686) release 2.6.28.10
Installed from:    Slackware Packages

Since KDE 4.2.1 there is problem with DPI detection. In applications with icons and descriptions, icons are partially overlaying the text.

May be you also changed your Qt4 version. (font hinting looks a bit different)
About the text below icons in toolbars being chopped. Can you test with another widget style (Plastique/Cleanlooks)

If I remember correctly, there was a bug report against Oxygen widget style about this issue.

With Plastique/Cleanlooks it looks better.
and yes you are right I also had to change qt version.
The one that worked with KDE 4.2.0 was qt-r912655
Newer versions of KDE does not want to work with that version of qt probably because meanwhile compiler in Slackware changed from GCC 4.2.x to 4.3.x.

With KDE >= 4.2.1 I was using:
qt-r931082
qt-r948357
qt-r964497
but with unsatisfactory results when using Oxygen style
