Pager is the only way to arrange virtual desktops layout. However, several effects use this layout when switching desktop.

Desktop effects shouldn't rely on the settings of a specific widget. Currently someone who doesn't use the pager needs to add the widget, change the number of row and remove it to change the behavior of his switching effect.

Moving the settings to systemsettings makes a lot of sense.
