In 
  System-Settings → Window Behavior → Window-Specific

(“kcmshell4 kwinrules”)

trying to reorder the entries in the list is cumbersome, because after pressing “move up” or “move down” another entry is selected, so moving an entry over several others one must reselect the entry after very click on “move up” or “move down”.
