Version:            (using KDE 4.2.3)
Installed from:    Ubuntu Packages

Kate lists an option for Power User here:
Configure -> Editor Component -> Appearance -> Advanced

However, as Kate always uses PUM, this option does nothing. Please remove it.

s/remove/hide when in Kate/ :-) It's still useful in KWrite.

(Actually it should be "hide when the embedding application forces PUM to on", since I suspect KDevelop does this also.)
