Checked against Aya and Glassified - 'cutting' present in both themes
Hmm, it looks like bug #186340 - If switch to any non-Oxygen decoration theme the 'cutting' disappearing.
can you try to use it for a while with another font? i suspect this could be incorrect metrics reported by the font

Created attachment 40302 [details] non-cutted text in buttons This is my notification pop-up window in KDE 4.4RC2 with Kubuntu 9.10. Look at small letter 'p' in the button at bottom right corner and compare it with screenshot from comment #15. I doesn't see possible cutting.
But, may be, cutting present in the top right corner. Look at the letter 'p' in the word 'Kopete' and compare it with letter 'p' on the button.
