Version: (using KDE 4.2.85) Installed from: SuSE RPMs When I rightclick the panel, the popupmenu has a layout bug. I will attach a screenshot for better explanation.

that's a bug in the style. it should be filling the whole menu, not assuming the size of the menu is the size of the widest item. the menu is made wider so you can click on any area of the task button and it pops up aligned with the button but right above/below the mouse -> faster, more ergonomic.
I hope its ok to reopen this bug, because: I now use kde-4.2.93 and I have still this error in multiple themes (for example in "air" and "aya"). I think you mean the "theme" by the word "style"?

Confirming this bug on Kubuntu Jaunty with KDE 4.3 installed from PPA. Occurs on Aya and Air themes. See screenshot.
