Here is a bugreport a user reported : 

Description of problem:

  The test case is filenames encoded in iso8859-1 (or any
other encoding that uses characters with value above 127).


How reproducible:
Always.

Steps to Reproduce:
1. This is a test case: donwload a file mean't to be used on
   windows, frequently an excel table.
2. Try to open it with openoffice.
3. It doesn't work, try to delete it, it doesn't work.


The pb is with other files like zip files, ...
