Version: (using KDE 4.2.3) OS: Linux Installed from: SuSE RPMs Encoding in Central European should contain cp852 code page. It was included in older konsole of KDE3.
The encoding selection action is provided by kdelibs. Assign it to kdelibs.
I've just hit the same when trying to view some old page in Konqueror 4.14.19 (kdelibs-4.14.20-1.fc24.x86_64) ... well, I know I have some rotting issues in my own bugzilla queue, but seven years for just adding a codetable which already existed in previous version? Ouch :-(
Thank you for reporting this bug in KDE software. As it has been a while since this issue was reported, can we please ask you to see if you can reproduce the issue with a recent software version? If you can reproduce the issue, please change the status to "CONFIRMED" when replying. Thank you!

still an issue with Konsole 22.12.1 (and Konqueror, and whatever uses the same selection schema)
Hi, kdelibs (version 4 and earlier) is no longer maintained since a few years. KDE Frameworks 5 or 6 might already have resolved this bug. If not, please re-open against the matching framework if feasible or against the application that shows the issue. We then can still dispatch it to the right Bugzilla product or component. Greetings Christoph Cullmann
