On a french system (I don't for other languages) the title of the systemsettings application is not translated when you first open it. You have to click on an icon to get it translated.

A way to reproduce it :
Install a french version of KDE. Launch systemsettings. The title will be "System settings". Click on any icon and then back, the title changed into "Configuration du système" (the correct translation).

This bug seems to be fixed in KDE SVN.
