Okular should include options to disable page history for documents. It is annoying when you reopen the same pdf and okular shows the last page. This should be configurable.

Please note that "page history" and "show last page when reopened" are two different things, although related.
Also, I see very little value in doing what you ask, given that basically everyone expects to reopen a document in the same point where it was closed.

Yes you're right they can be seen as different things, but I should be able to control them nevertheless.
I find it very annoying when a documents reopens in the same place as it was closed. Suppose you have a 100 page document and you scroll by, and stop at page 70 where you find what you're looking for and the next day you reopen the document looking for something else, maybe at page 50, maybe at the first page, it doesn't matter. This is more clear when you are working with datasheet or some other document where you need to go jump from page 2 to page 90. I don't know but to me it seems more natural that reopening should happen at first page. After all I could use bookmarks to remember a certain page.

Sometimes it's nice that Okular remembers the last page, sometimes not. If I'm reading a large text, it's nice. If I'm browsing through small files, it's quite annoying.

An option of some sort would be good, but if I had to choose I'd prefer Okular never remembering the last page.

I find the remark "given that basically everyone expects to reopen a document in the same point where it was closed" a bit strange. First, I doubt there's documentation to back the claim up. Second, programs like Openoffice Writer and   Kword doesn't behave like this. Nor does any browser I know of.

I think there may be many reasons for which a person may not wish to save data about a given document. This request is one of them. Recently, I started working on a meta data manager which easily allows for the option to not save meta data. This would have the desired result from the OP. If the demand is high enough maybe my feature will be of use to some people and be able to fulfill this request if it is incorporated into okular.

Still an issue. Here's a workaround I found for forcefully disabling page history until this option gets added, however it may have some unintended side-effects (lost annotations, etc.).

rm ~/.local/share/okular/docdata/*
chmod 555 ~/.local/share/okular/docdata
