Installed from:    Ubuntu Packages

When the "desktop" is in folder mode then one cannot add a new panel (the context menu does not show that option). The user has to switch the activity to be able to add the panel again.

Steps to reproduce:
1. Switch to folder mode (activity-type: "Folder View")
2. Right click on the desktop

Results:
No option is shown to add a panel to the desktop

Expected results:
Show an option to add a new panel
