OS:                Linux (x86_64) release 2.6.28-11-generic

It doesn't appear there is a way to exclude a folder from counting in the 'unread messages' total (which is used on the system tray icon, for instance).

This makes this feature less useful, in that server-side folders such as drafts and spam can cause a new-mail "false positive".

As it is, the only way I can meaningfully establish that I have new mail to read, is to open kmail up.

I suggest adding a checkbox to the folder properties dialogue to ignore the folder's new message count.

Does not the folder properties option "Act on new/unread mail in this folder" (in the "General" tab) do this?

In case your problem is just the false positvies, the feature indeed exists and works for me.
