When I enter proxy settings in System Settings -> Network Settings -> Proxy, this setting neither works for adept_manager, nor for apt-get. I don't even find another Input-line to change the proxy settings for adept.
 The only thing I can set, is declaring a http_proxy environment variable in /etc/profile (or my ~/.profile).

Proxy settings from KDE System Settings will only affect KDE (KIO-enabled) applications. As far as I know there is no standarized method/way to set a global proxy. It is up to the distribution to implement this. (OpenSUSE does it AFAIK)
You can file a new wish report in this bug tracker to KDE to support the "http_proxy" var.
