The shortcuts are handled inside the application, that is Firefox. KWin has nothing to do with it. Please report problem to Firefox developers.
Martin, ctrl+w works if i run firefox in a gnome session, but does not work if i run firefox in a kde session, so something is amiss in the kde session. I am unsure how this is a firefox problem?
The shortcut is handled inside the application. It has nothing to do with the window manager. And I just tested with Firefox 3: ctrl+w is working in KDE. The only thing I could think of is that you have set a global shortcut on ctrl+w in KDE. But that again has nothing to do with the window manager.

@Martin : In kubuntu 9.10 there is a global shortcut attached with ctrl+w to "Remap Ctrl+W to ctrl+f4 in qtdesigner" in khotkeys I'm not sure whether it is same in svn trunk if any user unset that shortcut it starts to work under firefox it is not related to Firefox Development it is related to KDE
In that case it's a Ubuntu bug as it's creating a global shortcut. The Firefox shortcut does work for me.
