Are you running "kdesu systemsettings" ? Could you try starting it this way: "kdesu dbus-launcher systemsettings" ? Thanks
I get this: Command 'dbus-launcher 'systemsettings'' not found. but kdesu dbus-launch systemsetting is working without a problem, should I report it to the gentoo package maintainers?

No, I mispelled the command. It is indeed "dbus-launch". I'm glad that you got the idea anyways :)

This is the same bug as the one affecting Dolphin, which also affects System Settings: #165268
