Version:           4.2.2 (using KDE 4.2.2)
Compiler:          gcc-4.3.3 
OS:                Linux
Installed from:    Gentoo Packages

when openning the browse file dialog, I get this error:
Could not start process Cannot talk to klauncher: The name org.kde.klauncher was not provided by any .service files.

Are you running "kdesu systemsettings" ?
Could you try starting it this way: "kdesu dbus-launcher systemsettings" ?

I get this: Command 'dbus-launcher 'systemsettings'' not found.
but kdesu dbus-launch systemsetting is working without a problem, should I report it to the gentoo package maintainers?

No, I mispelled the command. It is indeed "dbus-launch". I'm glad that you got the idea anyways :)

This is the same bug as the one affecting Dolphin, which also affects System Settings: #165268
