Description of problem:

I can't configure notifications in akregator. I don't get any specific message,
even in a terminal, it just doesn't work.

Steps to Reproduce:
1. Launch akregator
2. Click on "Configure -> Configure notifications"
3. Nothing happens : no config dialog

Confirmed. I fixed the actual notifications some days ago. (probably part of 4.2.3)

The remaining issues here:

- In Kontact, there is no Configure Notifications entry
- In Akregator, there is menu entry doing nothing
