newly created panel is posioned at top of screen and once changing edge i.e. to right, it is converted to vertical, but still remains full-wide bar at top of screen, which is inconvenient to setup, because setup widget appears under it.
even more, because this is full-sized panel, and by default  regardless of its width can't be covered, then setup widgets for each other panels, as well as new windows are shown on top left screen corner and are resized to minimal dimensions.
if i remember this bug arrive with 4.2.2
