Version:           1.11.2 (using 4.2.2 (KDE 4.2.2), 4.2.2-5.fc10 Fedora)
Compiler:          gcc
OS:                Linux (i686) release 2.6.27.21-170.2.56.fc10.i686

Kmail does not remember the View -> Set Charset -> Charset settings.

Steps to reproduce:
1. Start kmail/kontact
2. Select some charset (for example - auto or UTF-8)
3. close the application
4. start it again - the charset is set back to the initial setting

Expected behaviour - upon restart the lastly selected charset should be selected and active
for reading messages.

The view->encoding menu is a temporary measure to view a message which does not correctly contain the Charset header.
There is no reason to store that selection.
If you want to override the charset, change it in configure kmail / appearance / message window
