in the kmail settings/Security/Composing, is "Automatically encrypt messages whenever possible" checked ?
Yes, but for me it means checking by default the button, thing that i should still be able to override unchecking it in the compose window.
One symptom that might be related: In KAddressBook (still 3.5.10, Gentoo amd64), it's impossible for me to change the encryption preference from "Always encrypt" to "Ask".
