It is a little bit confusing if user has own rules (like sorting mail to folders) which could break rules processing at the end, because in that case antispam rules will not be executed at all by default. Maybe it will be better to insert antispam rules at the very beginnig of the rules list in order to be sure that these rules will be executed by default
I think it is better (my opinion) to show the filter rules after the rules are created and let the user choose the place where they belong. For example, a rule that I want to be allways the first one is to move crypted mail from known people to a folder, and I do not want to waste time checking those mails for spam (as I'm sure they are not).
