Version: (using KDE 4.2.1) Installed from: SuSE RPMs "Control center" is what it is. It has systems settings in it, so it's not personal. It has non-desktop settings in it. "Control center" is shorter, more correct, easier to understand and sounds better.
Where do you see "Personal settings configure desktop" ? Can you post an screenshot ? KDE uses the name "System Settings". Thanks

The placement of that menu entry at that position in the menu, looks like a SUSE bug (wrong .menu file).
