I would like to permanently turn off the history feature of kickoff. All the better would be if I could switch off the whole tab to make it disappear. 
The menu editor on rightclick-context is next to useless for this, as it only allows me to change application order and related.

I agree.  Recently used can be a time waster if you don't use it.

I think the change can be good for some but a real problem for others.  It can also be a privacy/security issue.

This feature request was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this feature request is already implemented in Plasma 5, or is no longer applicable.
