Version:           0.70.0 (using 4.2.1 (KDE 4.2.1), MS Visual Studio 2005 SP1)
Compiler:          cl.exe
OS:                Microsoft Windows (i686) release 5.1 (XP Professional)

ICQ does not connect, an "Unknown error" message pops up after a while. ( I'm not using kwallet )

Works fine for me on a clean PC where I installed KDE 4.2.1. Please make sure it works on Linux.

Doesn't work here. I get an error message, that the ICQ-Servers say I use an outdated version.

I believe this problem is windows specific as it works for me in linux, so I believe it cannot be duplicate of bug 186688
