This seems to be a regression from at least KDE 3.5.x times (can't tell for sure for 4.1.x):

When replying to an email, it is no longer possible to remove the quote characters of a selected text passage. It only works for one line at a time, which makes this Edit feature pretty much useless.

Tried it in KDE 4.3.5 and it works
