Same problem here, too, but with japanese and german filenames. KDE 4.2.1 Filename displays correctly in dolphin and elsewhere. Files can be opened with the file/open command of the application. Files can NOT be opened by clicking on them in dolphin. It seems, that filenames provided to the launched app are not interpreted as UTF8. This only seems to apply to kde apps. smplayer, for example, is not affected.
Created attachment 31954 [details] screenshot of the problem The filename is displayed correctly, but on the way to gwenview it somehow get's garbled. I assume, the the filename is not correctly interpreted as UTF8.
Same thing with greek filenames. The problem occures only when a kde4 app tries to pass the filename to another kde4 app. f.e konqueror to dolphin, konqueror to gwenview etc. When you stay within the same application f.e. when you browse with konqueror in folders with greek characters or when you open a file in any application through the File->Open dialog it works as expected.
While this bug is pretty old, this issue still present on my system: Kubuntu 16.04 64bit KDE 5.5.5
