Which protocol did you configure?
Please provide the information requested in comment #1 and reopen the bug report when you've provided more info.
I have this same issue with kopete. I use kde 4.3 rc 3. I use yahoo and jabber(gtalk). I can set it offline from Status on toolbar. But setting online won't work.
