:-), Finex, there is no such option, thus the wish "please add". Option is visible when you press RMB directly on folders I believe.
As far as I understood it from bug 158286, you need to right click on the folder list column heading to configure it. Since that is not exactly obvious, and also there are already other tooltip options that can be configured from the regular option dialog, it would be good to make _this_ configurable from there as well.
I agree, consistent options would be nice, i.e. a checkbox for folder tooltip in the config dialog and a checkbox for message list tooltips in the context menu of the message list.
