I think it would be fine to have a possibility to force selected number of rows in quicklauncher applet like it is possible e.g. for task manager.

The problem with KDE 4.2.0 is that if I want to have e.g. exactly 2 rows I have to play with height of panel until quicklauncher decides himself to have 2 rows. 
Additionally I want to have the panel as small as possible so I have to tune the size very precisely to be exactly at the border when it switches from one row to two rows. But sometimes after logging in there is one row of icons in quicklauncher, I have to log out and log in again to have two rows (this is probably some bug).

This feature has been added with SVN commit 1121230.

As an implementation detail, the widget does still respect the minimum size of the icons, so forcing a number of rows that would not fit the available panel space might cause clipping.
