I think all is in the title...
I very often go to Kmail's configuration main window while looking for one of the filters's window. 
Ok, it's better to have different configuration menus and windows. But I think it is  more useful to access filters window through a link in main config. And it will help new users to discover the filters feature.

The filters windows are in the same menu as kmail configuration, and there is no keyboard shortcut for them, so a user should pass over them in his way to kmail configuration.

You're right. That is a good point.

It become a more global problem of cluttered menus that confuse new users (I see that day to day in my job). I should report someting different. I think this wish can be close.
