(No idea why there are numbers on the tab texts, but anyway...) There is the radiobutton "Picture" with an empty combobox and an open file dialog icon. When I use the open file dialog to select a picture nothing happens. This way it is impossible to set a background picture.
This bug is still present in KDE-4.2.2.

I have the same problem. There is a work-around though: selecting "diashow" and adding only one picture (the one I want to have) works fine. The only problem there is that after clicking "Ok" in the diashow set-up, the preview is wrong - it shows only a part of the picture (it looks like it didn't get scaled but cropped). After restarting the settings panel, the preview shows the correct picture until I enter and leave the set-up window again. This is KDE 4.2.2 from Kubuntu 9.04 RC.
While bug#151669 still makes it impossible for normal users to configure kdm, it looks like this bug is fixed now. $ systemsettings --version Qt: 4.5.0 KDE: 4.2.96 (KDE 4.2.96 (KDE 4.3 RC2)) Systemeinstellungen: 1.0
I updated to KDE-4.3.2 on Kubuntu-9.04 and the bug is there again.

> hmpf. works just fine here. You can reproduce the issue by installing Kubuntu-9.10 Beta. The nice thing in Linuxland is that all the different distributions not only have a different feature set but also every distribution has its own set of bugs. Maybe this issue is specific to Kubuntu?
hmm, ok, then let's assume it's kubuntu's problem. please file a bug with them (unless it's already reported, otherwise just refer to this report). i'm sure someone will reopen if downstream identifies it as upstream after all. :)

We aren't patching anything in the user interface that should make the file dialog not appear when the open file button is clicked. Judging this as a downstream bug would really be premature at this point.
It's not the file dialog that does not appear, its the picture selection that does not work.
We provide a default theme, but that's about the extent of what we do, and configuration should work as long as it works upstream. But considering that until recently configuring GUI style and fonts were broken, it's not that much of a stretch to think that this could be broken too.

I just tested with KDE 4.4 and it works again. Let's see how long. ;-)
