In Dolphin and Konqueror, this effect occurs when scrolling through a large folder of files with similar icons. One click on the down arrow moves the icons one unit, but the next click does not move an icon in the second row to the same position as the icon that just left the first row. Usually it is unnoticeable, but with a very large number of similar files, the difference between files is not much to tell how far you are scrolling. So when scrolling your eyes have to watch one row to watch the text change as you scroll. With different icons it is easier to see change. If you are watching one row, when scrolling, that row begins to float up or down the screen and will eventually leave the screen. The effect gives the feeling of super smooth scrolling which is nice, but it can also creates an illusion of motion which is dizzying.

The effect can be seen scrolling through /usr/bin

This seems to no longer be an issue. At least for me.

Please reopen if you are still affected on recent Dolphin releases.
