I'm not sure which package to file this against.

I usually want my laptop to blank and lock the screen on some timeout. The 'blank screen' screensaver blanks the screen, but keeps the LCD backlight on, resulting in no power savings.

When the 'blank screen' screensaver is selected, switch off the backlight regardless of the power management settings.

I also have the 'power off' in display power savings set to the same timeout as that for the screensaver to kick in, but that doesn't switch off the backlight too.

I have a similar, possibly related problem:  when my power management kicks in, it does turn off the backlight, but about 4 seconds later it comes right back on.  The screen remains blank until I move the mouse.  

I tried issuing "xset dpms force off" and I got the exact same result.  I had no problem with this when using KDE 3.5.  I also tried this in a twm session and everything worked normally, so this is being caused by KDE 4.1 somehow.

Amit, can you check to see if you are getting this same behavior?  If you don't watch closely you can easily miss the 4 seconds when the backlight is actually off.  Of course your problem may be completely different; in which case, I should open a new bug.

Update: If I disable kscreensaver, my backlight powers off normally and stays off.  So it seems that kscreensaver is causing the backlight to come back on about four seconds after it goes off.

I think it's a dup of #165265, which was solved only on v4.2.1
