Usecase;
I have a horizontal panel (at the bottom)
I insert a panel vertical that I mean to make very small and auto-hiding.

To reproduce;
Make sure you have a horizontal panel.
Insert a new panel. It will appear at the top.
Alter the new panel and move it to the right.
Then align the panel to the top and move the handles for minimum / maximum sizes to be smaller that full height (our goal).

Problem; at this point the two panels are overlapping and the resize-handles are in the space where the other panel is as well. When I try to click and drag on them nothing happens. Presumably these handles are behind the other panel.

I suggest to make sure that the panel we are currently configuring and also the item that has all the configure options to be above anything else.

in the meantime, if you show/hide the panel configuration the toolbox will size itself nicely so you can get at the handles again.
