that's because the protocol for x11 system tray icons is based on xembed and without using a compositing window manager, which doesn't work everywhere, we can't make them appear in more than one place at a time.

this, and other problems, are solvable by changing the way systray icons are delivered to the system, which we are working on. 

this problem will continue to exist for legacy icons, however, and this is not because of something plasma is doing.
