Compiler:          cc
OS:                Linux (x86_64) release 2.6.28-0.slh.2-sidux-amd64

The bug seems similar to https://bugs.kde.org/show_bug.cgi?id=113216

Some files with strange file names can not be accessed from KDE konqueror (or other KDE programs), but can be accessed without problems in other programes (e.g. commandline or thunar.

Example file name:
"Aug+?rAnnelies.mp3"
also shown as 
"Aug+<AE>rAnnelies.mp3" on the console.
The files are listed in KDE, though, as shown in the attached screenshot.

My system is Debian unstable + KDE experimental snapshots, locale is LANG=de_DE.UTF-8.

I suppose you can experience this bug with dolphin too, am I right?
