If you have the access key display activated by pressing the CTRL-key and then you happen to scroll the contents with the mouse wheel then the old key positions aren't repainted and thus the key is displayed multiple times. Pressing the CTRL-key again and the last positions where the access keys were shown are redrawn but the remainder of positions remain...
I would expect the page areas where the keys were shown before the scrolling happened to redraw and then the new key positions shown.
