Version:           3.1.80 svn r893118 (using Devel)
Compiler:          gcc version 4.3.2 (Ubuntu 4.3.2-1ubuntu11) 
OS:                Linux
Installed from:    Compiled sources

Hi,

When I try to add a new script to the external tools in the config dialogs. Everything seems fine. I can click apply, go to another page, go back, and it's still there. When I close the config page and then reopen it though, the script entry is gone.

The only way to configure external tools is by editing the config file.

Looks like something gets written to the config file, but nothing shows up in any of the GUIs

It's still broken in KDE 4.2.2.

The menu gets updated when I restart Kate, but this is extremely unintuitive.

The whole "External Tools" menu just disappeared, for no apparent reason.

Mine has done the same. 
Recreated ~/.kde4/share/apps/kate/externaltools, nothing.
Removed all plugins, saved, restarted kate,.... still not there (of course)
Added/configured plugins, .... still not there (all other plugins are)
save, restart, .... still not there (all other plugins are)

Looks like you can run the tool by assigning it a shortcut. But, if you edit the command the tool executes, it will still execute the old one. I can't find any way to change it.

Using Kate version 3.3.2 with KDE 4.4.2 I get the same kind of thing but have found that the menu reappears after restarting kate once ~/.kde4/share/apps/kateexternaltoolsplugin/plugins/kateexternaltools/ui.rc is deleted.
(this file shows as being 0bytes - I suspect this is not what it should be - maybe some bug/ error writing the file.

The file seems to be recreated when settings>configure shortcuts is changed with the external tools plugin activated.

I can set a shortcut and have the menu showing fine until I quit and restart upon which the menu and shortcut disappear.

all mentioned problems should work with KDE 4.4
