It can be moved (if you hold down the shift button) across the top of any given window. I seem to recall that in older versions of kde the tabs would actually move themselves if two windows were stacked. It would be nice if the decors were updated a little, as they look very square and 1999-ish. It may be even nicer if this functionality were integrated as an option for all decors.
