Attempting to download this file from IBM's site manages to get most, but not all, of the file.  I think the header may be missing as well (or that may be the only part missing).  Running "file" against it shows "data" instead of "gzip compressed data".

Using the same URL, I feed it into wget, and the download completes successfully.

Note that you will need an IBM ID (which I think is free).

I'm currently using kde 4.1.70.

This appears to be fixed - but then I got bug #202669, so I'm not entirely sure.  When I restarted kget after the crash, it completed, albeit quite slowly.  (It was going slow before the crash, too, even though it started by getting up to a couple hundred KB/s.)  And the completed file seemed ok by file's output, as well as 'tar tvzf $filename'.
