Steps to reproduce: 1) Configure an IMAP account 2) Create a new IMAP folder on the server using another application (I tried with my webmail service and mozilla thunderbird). 3) Check mail in kmail and/or refresh the IMAP cache from the file menu. The new folder does not appear. The only way to make the new folder appear is to either restart kmail or delete a folder (which will eventually refresh the folders cache and fetch the new folder as well).
I can confirm this on 1.11.2.
Thank you for taking the time to file a bug report. KMail2 was released in 2011, and the entire code base went through significant changes. We are currently in the process of porting to Qt5 and KF5. It is unlikely that these bugs are still valid in KMail2. We welcome you to try out KMail 2 with the KDE 4.14 release and give your feedback.
