Once a panel is full it is very hard to add new widgets.

For example, on my panel I have a menu button, taskbar, pager, systray and clock.  If the taskbar is full up and you try to add a new widget it will not let you drop the widget.

It should allow you to drop a widget on top of another and it will just place it to the left or right.

Additionally, mousing over the pager switches desktop when you are trying to drop a widget and means you have to go back to the original desktop and try again.

If the panel could remain in 'edit mode' while the add widgets dialog is showing then I think it might fix these problems.
