An awesome addition to Kate would be the ability to open folders. This should be possible from both external and internal.

The handler would conditionally open all the ASCII files in a given folder recursively including subfolders (this might mean that a tree would be needed in the Documents tab/pane.

This is extremely useful for programmers eg. ability to open a whole web app with two cilcks. TextMate on Mac OS X has this feature.

I was just about to ask for it, and the reason is the same. Open a whole website with a couple of clicks. But I would ask it to open all text files, or at least the ability to select a pattern/patterns (*.html *.xml *.css *.txt, for example). It is because an HTML file can be written in non-ASCII code (utf8, for example).
