In System Settings -> Look & Feel - Notifications -> System Bell Configuration:
The volume adjustment doesn't work/works wrong:
Instead of changing the volume, the duration is affected.
With volume = 50%, the duration setting is respected. Setting the volume to 100% causes the selected duration to be doubled. (e.g. selected 1000ms=>2000ms is the real duration).

This seems to be an very old bug (see 118442). It has already been reported for KDE 3.4.2., but has never been fixed...
Please, don't think of KDE 4.2, fix the old and current bugs first ! Please !
That's why people are so frustrated and dissapointed about the KDE-project and the KDE4...
