I use okular for most all paper-reading I do, and in an academic setting, it is important to keep track of the papers I read for later use in citations. 

It would be nifty if okular had a simple "Export bibtex entry" option. Say I'm reading a pdf -- if this action were selected, okular would parse the pdf for a DOI number (or prompt for manual entry), fetch the citation info, and either display the bibtex entry information to copy/paste or automatically append it to a kbibtex file. Also, the document's location would be stored in kbibtex, simplifying finding the entry later on.

I think there are lots of publications without a DOI being explicitly mentioned in the pdf.  Therefore I would rather suggest to use tools like pdfmeat (http://code.google.com/p/pdfmeat/) to get the bibtex for a pdf.
