The problem is simple and goes like this: 
If I start making the panel shorter and shorter, there's a point in which the panel starts going down and disappearing from the screen, which is quite bad.

Btw, I'm using 4.1 SVN (4.1 branch, 4.1 >= 20080722), updated yesterday.

I would like to expand on that. I am using 4.1.1.
The issue seems to be that when the panel height is INCREASED, all widgets on the panel increase in size. When the panel height is DECREASED, the widgets REMAIN LARGE, so they don't fit, and start falling off the bottom of the screen. I even had them reappear at the top.

Could somebody with more bug-reporting experience rename or reclassify this report the way it should be?

OK, it seems the problem I reported above only happens when I have the "Fuzzy Clock" widget on the panel. That widget seems to have difficulty making itself smaller when the panel size decreases, and stuff goes wrong.
I didn't find the problem with any other widget.

Luciano, can you report on whether or not you had Fuzzy Clock widget on your panel when you had the resizing issues?

Hmm, no, I don't have Fuzzy Clock and the problem is still there. In fact, I've removed every non default widget on the panel and the issue remains.. :S

unfortunately a single misbehaving applet can produce this effect, fuzzy clock was known to make this some time ago (must check) some days ago it was kickoff that should be fixed now.
can you check again with a today checkout and a default panel layout?

I'm using precompiled packages from Arch Linux (KDEMod) now so I'll try as soon as this packages get updated. I hope the fix is on 4.1.x branch.

If you look carefully at that last screen shot, it seems that the bottom part of the panel that is "missing" is actually being rendered at the top of the screen now. In fact, it'll catch mouse events too! I was going to report this bug, but it seems that mine is just a subset of this one. I still have this issue using 4.1.2.

The panel widgets I have are:

Application Launcher, New Device Notification, several application Icons, "Panel Spacer" (http://www.kde-look.org/content/show.php/Panel+Spacer?content=89304), The task manager, system tray, battery monitor and the digital clock.

The systray is the applet causing the issue.
