If you press this key before normal key then it assigned diacritic mark e.g. letter A is changed to Á etc.  In English layout this key is equal to =/+

I can confirm this bug. (KDE 4.0.99 (RC1+) in ArchLinux)
I speak spanish and I use Latin American keyboard layout. 
I can't write "á","é","í,"ó","ú": the diacritic mark key "'" (pressed before the vowel key) doesn't do anything.

Seems to be fixed in KDE4.2svn rev849057. I don't know if it's fixed in the KDE4.1+ branch

BTW - are you using check spell? I can't find way how to set language.

I'm able to write diacritic chars correctly. Good work :-)
