I can confirm this bug. (KDE 4.0.99 (RC1+) in ArchLinux) I speak spanish and I use Latin American keyboard layout. I can't write "á","é","í,"ó","ú": the diacritic mark key "'" (pressed before the vowel key) doesn't do anything.

Seems to be fixed in KDE4.2svn rev849057. I don't know if it's fixed in the KDE4.1+ branch
