option for showing on/off labels for icons on the desktop

Well, it is probably the matter of taste, but since KDE4 is so polished in visual terms I consider removing (not showing) labels very useful. Trashcan, Konq, OO are so recognizable icons that there is no need to label them -- and without labels desktop will look more stunning (after all, plasmoids do not have labels and plasma toolbox plasmoid does not have either).

So, wish is -- one global option for turning labels on/off, for objects placed on desktop.

This feature request was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this feature request is already implemented in Plasma 5, or is no longer applicable.
